CA - Region desperate for child care

State/Local Issues In spite of the excessive demand for childcare in Santa Barbara and San Luis Obispo counties, there continues to be a lack of providers for those services, officials say.

Currently, an urgent need exists for childcare providers in Morro Bay, Cambria, Cayucos and San Luis Obispo, noted Vicky Taylor, children’s services administrator at the Economic Opportunity Commission’s Child Care Referral Connection.

The 2000 Census revealed that Santa Barbara County has 47,113 children under the age of 13 who need care. In 2004, a total of 33,610 children under age 13 were not able to find space at local licensed facilities.

In northern and southern Santa Barbara County, 12,500 children go without care, while in the Lompoc Valley and Santa Ynez, the figures are 6,300 and 1,800, respectively, according to the Santa Barbara County Child Care Planning Council.

Up until October 2004, only an estimated 13,503 spaces were available in licensed care centers or homes in the whole county.

Because of high housing costs, a number of parents travel long hours to work; others have complicated schedules; and because of the growing number of women who are working, many families need a place that will care for their children.

But there are not enough day-care homes and centers to go around, according to the 2005 Child Care Portfolio published by the California Child Care Resource & Referral Network.

It also points out that the population of foreign nationals in California is constantly growing and changing — at twice the rate of the rest of the U.S. population. That drastically increases the need for childcare that is linguistically and culturally appropriate.

Many parents who work weekends, evenings or early morning hours have a lot fewer options, given that only 1 percent of licensed care centers meet nontraditional schedules and hours, while 48 percent of licensed homes work those schedules.
