Casey is introducing a bill which would provide $10 billion for high quality child care. He says that when parents work outside the home, they shouldn't have to worry about the quality of care their children are receiving
"We have 13½ million children who are eligible for federal child care assistance and don't get it. That is an abomination, it's an embarassment, it's a black mark on America."
Casey's bill, called the "Starting Early, Starting Right Act," would provide funding to get children off waiting lists and increase the pay and training of child care educators.
